Dave Moss
Business Partner
Dave Moss started North Star Strategies LLC in the summer of 2016. He previously served as the Vice President and Director of Governmental Affairs for the Kentucky Coal Association (KCA) for more than ten years.
During his tenure at KCA, he was instrumental in growing the highly successful Friends of Coal campaign in Kentucky, as well as other coal producing states, and to other countries, such as Columbia. He also served as the primary government liaison for Kentucky’s coal industry at the state and federal level.
Prior to his time at KCA, Moss served in the Governor’s Office during the Fletcher Administration working as a Special Assistant to both the Governor and Lieutenant Governor.
Moss earned his Bachelor’s Degree in Political Science from the University of Kentucky, and attended the Harvard Business School to complete the Senior Executive Management Program. He was also a member of the 2012 Leadership Kentucky class.
Aside from Moss’s tenure in Frankfort, he has extensive experience in public policy and the inner workings of government. He previously worked for the Council of State Governments at their Capitol Hill office in D.C. as well as in their national headquarters, which are located in Lexington, Kentucky.
Rusty Ashcraft
Business Partner
Mr. Ashcraft is a Partner in North Star Strategies, LLC. North Star provides legislative, regulatory, and governmental affairs services for clients in Washington, DC and many states. In addition, we serve as representatives on business and trade associations, including, state coal associations, state chambers of commerce, and other groups, as requested.
Mr. Ashcraft served as Corporate Environmental Manager for Alliance Coal, LLC (formerly MAPCO Coal, Inc.) from 1993 till 2011 where he oversaw environmental compliance and permitting for Alliance Coal and their subsidiary companies. Specifically, provided technical expertise in the following programs: SMCRA, RCRA, TSCA, CWA, CAA and many other environmental laws and regulations. Mr. Ashcraft served as Manager, Government Affairs & Environmental Policy for Alliance Coal with specific responsibility for KY, Indiana, Illinois, West Virginia and Federal Environmental Issues from 2011 till 2017.
Prior to 1993, Mr. Ashcraft served as Environmental Manager for the Louisville, KY district office of ATEC Associates, Inc., an international engineering and environmental consulting firm. Duties included managing projects and staff which required RCRA groundwater monitoring, hazardous waste spills, site assessments, supervised Environmental Impact Studies and remediation projects.
Mr. Ashcraft earned a B.S. degree in Geology from the University of Kentucky and maintained Professional Geologist Registrations in Kentucky and Indiana.
He serves on the Board of Directors for many state and National Coal Associations. He was the former Chairman of the Kentucky Geologic Survey Advisory Board.
